公共互联网反网络钓鱼工作组正式成立
在当今数字化时代,网络钓鱼诈骗威胁日益严峻,给公众和社会带来诸多风险。为应对这一挑战,公共互联网反网络钓鱼工作组于近日成立,多家技术、科研、协会等企事业单位和机构强强联手,共同扛起捍卫网络安全的大旗。
同心协力 资源汇聚携手守护网络安全
近年来,钓鱼诈骗手段不断翻新,从早期的假冒银行邮件、虚假中奖信息,到如今利用网络社交工具、人工智能技术伪造身份进行精准诈骗,其形式愈发复杂多样,呈现出隐蔽性高、迷惑性强等特点,治理难度逐步增大。
落实党中央决策部署要求和行业主管部门工作指示精神,在工业和信息化部网络安全管理局指导下,中国互联网络信息中心牵头成立“公共互联网反网络钓鱼工作组”。工作组专家委员会主任委员由冯登国院士担任。工作组在自愿、平等、互利、合作的基础上组建,成员包括国内反网络钓鱼相关的企事业单位、社团组织、高等院校以及科研院所等。各方将共同汇聚资源、协同合作,形成强大合力,以应对网络钓鱼带来的复杂安全问题。
技术先行 从标准到平台持续发力
工作组成立后将聚焦多项关键任务,一是联合开展反网络钓鱼技术研究,深入探索识别、防范和应对网络钓鱼攻击的前沿技术手段,不断提升技术防御能力。二是推进反网络钓鱼标准研究,致力于制定统一、规范的标准体系,确保各项反网络钓鱼工作有章可循、高效开展。三是共同推进反网络钓鱼机制建设,完善相关流程与制度,促进各成员单位之间的高效协作与信息共享。四是全力建设反网络钓鱼一体化支撑平台,整合各方优势资源,为反网络钓鱼工作提供全面、坚实的技术支撑。五是积极参与反网络钓鱼国际治理,加强国际交流与合作,学习借鉴国际先进经验,同时也为全球网络安全治理贡献中国智慧和力量。六是大力推动公众网络钓鱼防范意识提升,通过宣传教育、科普活动等多种方式,提高公众识别和防范网络钓鱼的能力,从源头上降低网络钓鱼攻击的成功率。

Public Internet Anti-Phishing Working Group Officially Established
In today's digital age, the threat of phishing scams is becoming increasingly serious, posing significant risks to both individuals and society as a whole. In response to this challenge, the Public Internet Anti-Phishing Working Group was recently established, bringing together various enterprises, institutions, and organizations from sectors such as technology, scientific research, and associations to collectively champion the cause of safeguarding cybersecurity.
United Front: Pooling Resources to Fortify Cybersecurity Cooperation
In recent years, phishing fraud methods have continually evolved, shifting from fake bank emails and false winning notifications in the early days to the use of online social networking tools and AI technology for identity theft aimed at precise fraud. These methods have become increasingly complex and diverse, exhibiting traits such as high concealment and significant confusion, making governance increasingly challenging.
In accordance with the requirements of the decision-making and deployment of the CPC Central Committee and the work instructions of the industry management departments, under the guidance of the Cybersecurity Administration of the Ministry of Industry and Information Technology, the China Internet Network Information Center took the lead in establishing the "Public Internet Anti-Phishing Working Group." The chairman of the Expert Committee for the Working Group is Academician Feng Dengguo. The working group is established based on principles of voluntariness, equality, mutual benefit, and cooperation. Its members include domestic enterprises and institutions related to anti-phishing, social organizations, colleges and universities, and research institutes. All parties will combine their resources and work together to create a strong synergy in addressing the complex security challenges posed by phishing.
Pioneering with Technology: Sustaining Innovation from Standardization to Platformization
Upon its establishment, the working group will focus on several key tasks. Firstly, it will jointly conduct research on anti-phishing technologies, delving into cutting-edge technical means for identifying, preventing, and responding to phishing attacks, with the aim of continuously enhancing technical defense capabilities. Secondly, we should advance research on anti-phishing standards, striving to establish a unified and standardized system of standards, ensuring that all anti-phishing efforts are carried out in a regulated and efficient manner. Thirdly, we should work together to enhance the anti-phishing mechanism, improve relevant processes and systems, and foster efficient cooperation and information sharing among member units. Fourthly, we will fully commit to building an integrated support platform for anti-phishing, consolidating advantageous resources from all parties to provide comprehensive and solid technical support for anti-phishing efforts. Fifthly, we will actively participate in the international governance against phishing, strengthen international exchanges and cooperation, learn from international advanced experiences, and contribute Chinese wisdom and strength to the global cybersecurity governance. Sixthly, we will vigorously promote public awareness of phishing prevention, enhancing the public's ability to identify and guard against phishing through various means such as educational campaigns and science popularization activities, thereby reducing the success rate of phishing attacks at the source.
Cooperating to Erect a Shield: Innovative Partnerships to Combat Phishing Scams
In the future, the working group will maintain a pragmatic and efficient work style while effectively advancing various tasks. We will strengthen cooperation, harness the professional advantages of each member unit, and actively explore innovative work modes and methods. At the same time, we will closely monitor the development trends of phishing technologies, promptly adjust our work strategies, and ensure that our anti-phishing efforts remain targeted and effective. We are confident that with the collective efforts of all members of the working group, we will effectively curb the spread of phishing activities, erect a solid barrier for public internet security, provide robust support for the modernization of our national security system and capabilities, and propel the continuous advancement of China's cybersecurity endeavors.
